There are two Realtek RTL8 listings, one for Gigabyte ethernet (I have a Gigabyte motherboard and video card) and the other for a wireless LAN netword adapter. Neither has any attention marks next to it.

I created a new account but still nothing. Extraction is getting to 99% and then the window disappears now.
Is there a driver file that does not need extracting (but it still doesn't work in 7zip when I decompress it and click setup by itself)?
Maybe one that's specific to Win7 instead of being for Win7/XP/Vista all in one? Because every time I right click > troubleshoot compatibility, it constantly applies windows XP compatibility mode settings. I even tried downloading the drivers for WIn8 and troubleshooting compatibility, and it still uses windows XP service pack 2 compatibility settings. At this point I'm wondering if it's maybe a problem with my computer itself that makes it not work with the driver file because so far nothing has worked to make the driver file actually open and start installing.

Perform a Hard reset on the printer and make sure that the printer is connected directly to the wall outlet and not to the surge protector.
With the printer turned on, disconnect the power cord from the rear of the printer and also unplug the power cord from the wall outlet.
Remove USB cable, if present.
Wait for 2-3 minutes, press and hold the power button on your printer for about 30 seconds to remove any additional charge.
Now plug back the power cable straight to a wall outlet without any surge protector or an extension cord and then plug back the power cord to the printer.
Turn on the printer and wait till warm-up period finishes and the printer is idle.
If the issue persists, I would suggest here is to update the printer firmware - You can also update the Firmware, you can directly update the printer firmware from the printer control panel or download the software from our HP support website,
If your printer connected wirelessly, make sure to temporary connect the device with USB and then follow the link to check for the latest firmware update if available for your printer, using this website. You might need a Windows PC to run the firmware. Once done, restart the printer.

Hard Reset:
- With the printer turned on, disconnect the power cord from the rear of the printer and also unplug the power cord from the wall outlet.
- Remove USB cable, if present.
- Wait for 2-3 minutes, press and hold the power button on your printer for about 30 seconds to remove any additional charge.
- Now plug back the power cable straight to a wall outlet without any surge protector or an extension cord (This is important) and then plug back the power cord to the printer.

Actually, in reply to your question when that problem started, I do not know exactly but I used the job of scanning normally may be about 6 weeks or so from now!! Also, I tried the print and scan doctor.

HP Officejet Pro 6970 “No digital faxes available.”
I have an HP Officejet Pro 6970 wired directly to an up to date Windows 10 machine. I have it configured to download all faxes to my machine. About 2 weeks ago I started getting a popup message every once in a while telling me “No digital faxes available. Alert: Check your printer for alert conditions.”. I can’t find how to turn this popup off.
Any ideas on how I can stop this message? Thanks for any help.

I suggest you uninstall the Printer driver from Root Level once again and create a New User Account
- To open User Accounts, click the Start button
, click Control Panel, click User Accounts and Family Safety, and then click User Accounts.
- Click Manage another account.
If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
- Click Create a new account.
- Type the name you want to give the user account, click an account type, and then click Create Account.
Then log in your new Account and download the drivers
Are you able to make Photocopies?

Splendid effort and fabulous description of the issue before posting. Kudos to you on that score. You are a valued HP customer and it is paramount to assist you here. I take it as a privilege to share this platform with you.
This definitely looks like an issue with the software/driver conflict. In this scenario, I would suggest here is to do a clean install of the printer software first and check.
If the issue persists, let's try to uninstall the printer drivers and then install it using Windows built-in drivers.
First, unplug the USB cable from the printer if present.
Go to Control panel – Programs and feature – Select all the HP OfficeJet printer entries and uninstall them.
Now go to Control panel – Devices and printer – Select all the printer entries and remove the device.
Restart your computer.
Click the bottom-left Start button on desktop, type device manager in the search box and tap Device Manager on the menu.
Once in device manager, click on the view tab in the top & choose “Show hidden devices”.
Then from the device manager list, check the entries under “Printer” – If there are any entries, please right click and choose “uninstall” – In the confirm device un-install pop-up, make sure you select the box which says “Delete the driver software for this device".
Also, check the entries under "printer queue" and "imaging devices" and repeat the same exercise. Delete any printer entry or any entry which says “Unknown device”.
Once done, close device-manger. Then press the "windows key" + "r" to get the "Run" window open - Type "printui.exe /s" (there is a space between .exe & /) and press enter.
Under print server properties, go to drivers - remove any entry there as well.
Again, go to run window, type – “c:/programdata” – Go to Hewlett Packard folder, remove any printer related folders & files.
Open run again, type “%temp%” and press enter to get the temporary files. Delete all the files here. Skip the items which cannot be deleted.
Now restart your computer again.
Open the Run window again, type “services.msc” and press ok to get services window.
Scroll down to “Remote Procedure Call (RPC)” – right-click and go to properties. Make sure the service is started and startup type is “Automatic”.
Now scroll up and go to “Function Discovery Provider Host” – right-click and select properties – Change the startup type to “manual” and start the service.
Repeat the same exercise on “Function Discovery Resource Publication” as well.
Now click on this link: https://ftp.hp.com/pub/softlib/software13/COL61230/mp-147816-1/OJ4650_Full_WebPack_1122.exe to download and install the printer software.
Connect the USB cable only when prompted and follow the on-screen instructions to complete the setup.
If the issue persists, I would suggest here is to Uninstall the printer drivers and then try installing the Windows built-in drivers for the printer.
Simply turn on the printer and connect the USB cable from the printer to the PC. The drivers will be installed in 2-3 minutes. Go to Control panel - Devices and printers to check the printer entry and make it as default printer if needed.

Since you already have the Printer Software installed on your computer you can change the connection type of your printer with the HP software
Search Windows for your printer model name, and then click the name of your printer in the list of results.
The printer software opens.
Select Tools, Utilities, or Printer Setup & Software Selection, depending on your operating system.
Click Convert a USB connected printer to wireless or Connect a new printer.
Follow the on-screen instructions and remove the USB cable when prompted.

I suggest you download and run the HP Print And Scan Doctor from this Link: ftp://ftp.hp.com/pub/printers/hppsdr/patches/HPPSdr.exe
Run PSDR v5.0.2
Once the PSDR detects the Printer, it will show up the IP address and Software Status.
Select the correct Printer and click on Next.
PSDR will check if the Printer is on the Network and communication between the PC and the Printer. Once the connection check is done, click on Fix Printing
Once PSDR goes through all checks and automatic fixes, click on Print a test page.
Regardless if PSDR printed the test page or not, click on “NO PRINT”
PSDR will then notify you that there is an update available, click on continue, and PSDR will apply the patch and ask for a reboot.
Post restart the PSDR will run automatically to check for more issue. If no issue found close PSDR.
If the issue persists, please create a New User Account.
Select the Start button, then select Settings > Accounts > Family & other people > Add someone else to this PC.
Enter a user name, password, password hint, and then select Next.
- To make the new account an administrator account, select Start > Settings > Account > Family & other people, and select Change account type. Under Account type, select Administrator > OK. Restart your machine and sign in with the new administrator account.
After signing in with the New Account try installing the Software once again. Note: Make sure you uninstall the driver from Root level before reinstalling it
