My answers:

- Windows 7, 32 bit

 I mean by 'control center'the programme called 'HP Photosmart 5520 Series', which opens a screen where you can see the ink-levels of the cartridges, can start scanning, can start buying things in the HP webstore etc.

The properities of the icon say:

target: "Photosmart 5520 series.exe" -Start UDCDevicePage

opens: "C:\Program Files\HP\HP Photosmart 5520 series\Bin\"

But it doesn't open! Perhaps after the last Windows update?

Hopefully you have the solution for me.
