None of the ideas you had fixed the problem. 

After some time searching I found a program called Dependency Walker, which captures what the program does intrenally.

I downloaded the 64 bit version.

It said it is missing these files:

1. API-MS-WIN-CORE-COM-L1-1-0.DLL
2. API-MS-WIN-CORE-WINRT-ERROR-L1-1-0.DLL
3. API-MS-WIN-CORE-WINRT-L1-1-0.DLL
4. API-MS-WIN-CORE-WINRT-ROBUFFER-L1-1-0.DLL
5. API-MS-WIN-CORE-WINRT-STRING-L1-1-0.DLL
6. API-MS-WIN-SHCORE-SCALING-L1-1-0.DLL
    
    
   I have done some searching but haven't found a solution yet.
