I understand you have an Officejet J4680 that doesn't seem to want to install on your Windows 8.1 computer. I'm sorry to hear this but I will do my best to help you.
I don't believe you're doing anything wrong, it sounds like there could be an issue with the Windows Installer. I would suggest re-registering the Windows Installer with the following steps:
1. From your start screen, type Run, and open the Run command.
2. In the Open box, type msiexec /unreg , and then click OK .
3. From your start screen, type Run, and open the Run command.
4. In the Open box, type msiexec /regserver , and then click OK .
After this is complete, reboot your computer and try using the Printer Install Wizard or the download, whichever you'd like and see if you get any different results.
