Note that this isn't about having the 'wrong' language selected, my problem was clearly related to have a language other than 'en-US' selected (though many might consider anything else from that as wrong, from my perspective as a Brit, en-US is wrong :smileyhappy:).
If I put my Windows 8 display language as en-UK it shows Chinese characters. If I put it is en-US it shows as English.
