I believe you are having the error 1726 during the installation process here are some steps that can help you.
Method 1:
a) Uninstall all HP software associated with device, msconfig and restart computer.
- Windows + X to go to control panel, programs and features, uninstall any HP Deskjet 2546 software.
- On Windows tile screen type msconfig, go to services tab hide all microsoft services, then disable all and reboot.

b) Run CMD as administrator, from Windows tile screen and type the following and hit enter: MSIEXEC /UNREGISTER. Then do the same with the following: MSIEXEC /REGSERVER. This will re-register Windows Install Service.
c) Run Setup as the administrator, in an admistrator account.
Method 2:
a) Click Start, and then click Control Panel.
b) Double-click Network Connections.
c) Double-click the Local Area Connection to be configured, and then click Properties.
d) In the list of components, click Internet Protocol (TCP/IP) Version 4, and then click Properties.
e) Click Advanced, and then click the WINS tab.
f) Click Enable NetBIOS over TCP/IP, and then click OK.
