Thank you for the information. I am sorry to hear that the troubleshooting steps did not work. The next step that I would suggest, is running the Setup Application as Admin. I have included the steps below for you.
1. Press the Windows key, and the letter R
2. Type %temp%
3. Press Enter, or click OK
4. Open the newest 7z folder
5. Scroll through the list and find the Setup Application, should be a black and white HP logo beside it
6. Right click on the Setup Application
7. Click Run as Admin
Are you able to get the software installed successfully?
