If you were to disable this function it should stop trying to reinstall the printer every time that the computer boots up. If you needed to connect something new to your computer via USB, you would just need to re-enable this service until it installs and then disable it again.
It is a long shot, but the only other option you have is to try a new USB cable and/or reinstall Windows.
