Hi 1819Schooner,

I have tried a verify and repair of the disk permission, on my 10.9 Mavericks and there was not issue. To verify the steps that you are taking, I have included the my steps below.
* Across the top of the screen going left to right) it should say Finder, File, Edit, View, and Go
(If it does not say this please click on the finder icon once in your dock)
* Click on Go
* Click on Utilities
* Double click on Disk Utilities
* Click the First Aid option
* Listed on the left you should see an option for MacIntosh HD (unless it has been named something else) click on this option
* Click verify disk permissions
* Once that is done click on repair disk permissions

After these steps have been completed, please restart you Mac and empty the trash.

Please let me know if you sees these options, thank you.
